Pöyry Management Consulting prepared the Western HVDC Final Funding Review for Ofgem (published May 2012). The engagement provided technical, commercial and risk assessment of the HVDC component of the Western HVDC Link (the ~420 km / ~386 km offshore HVDC cable and associated converter stations between Hunterston and Kelsterton). The report evaluated technical output measures, unit cost benchmarking, procurement evaluation, type‑testing and technology risk (including the first‑of‑a‑kind 600 kV PPL cable), and recommended funding and risk‑sharing considerations under the TII/RIIO frameworks. The review informed Ofgem’s assessment of funding allowances, project deliverables and residual technology and installation risks for the WHVDC Link.
