Onshore construction for the Virtsu–Võiküla 110 kV land-sea cable was planned to start in May 2015, when Empower AS would begin preparation works at the Virtsu and Võiküla substation areas on behalf of Elering. These preparations included excavating trenches on land for installing the new cable, as part of a wider project to reconstruct the existing 35 kV cable line between Virtsu and Võiküla.
