PowerGen Renewables Development Ltd, in conjunction with Vestas Wind Systems A/S, submitted the Section 36 application and supporting Environmental Statement (dated January 2001) to the Department of Trade and Industry for consent to construct a 38-turbine, 76 MW offshore wind farm on the Middle Scroby Sands, off Great Yarmouth, Norfolk. The Environmental Statement, coordinated by Econet Ltd, supported both the Section 36 application under the Electricity Act 1989 and the Section 5 Food and Environment Protection Act 1985 (FEPA) consent. The cover page of the Non-Technical Summary is explicitly dated "January 2001". Scroby Sands was the most advanced of the early UK offshore projects, with site assessment dating back to 1993-1994 and an anemometry mast installed in 1995, allowing the consent application to be submitted ahead of the formal Round 1 lease awards. The FEPA licence was subsequently granted in March 2002, with the project award following in February 2003 and commercial operation in December 2004.
