Ireland's National Policy Statement on Electricity Interconnection (July 2023) lists "a connection to Spain, if feasible considering the practical geographical challenges" as the most hedged of the four NPS-listed proposals. The DNV economic study referenced in the NPS modelled Ireland-Spain alongside GB and France 2nd, so a scoping case exists, but the political relationship is at an earlier stage than the trilateral IE-BE-UK working group. No intergovernmental agreement, developer, route, or capacity has been published as of May 2026. Applying a slower-than-Celtic build cycle reflecting the additional permitting and routing complexity over 1000+ km of open Bay of Biscay gives 2037 as a conservative working estimate, two years later than the other three Irish proposals to reflect the NPS hedge wording. Treat as forecast input with low confidence; supersede when EirGrid or REE publish a quantified scoping study.
