On 18 September 2024, Energinet Eltransmission A/S signed the first major supply contract for the ORH-VONØ 132 kV domestic transmission reinforcement project with Zhongtian Technology Submarine Cable Co., Ltd. The contract, valued at approximately EUR 20.06 million (announced via EU Official Journal contract award notice 560137-2024), covers design approval, fabrication, factory testing, supply and delivery of approximately 42 km of single-core 145 kV XLPE underground cable and approximately 14 km of 145 kV submarine cable, together with all associated accessories, for the Orehoved (ORH) to Vordingborg Nord (VONØ) transmission link. For regulated Danish Energinet transmission projects, there is no discrete board-level FID event as there would be for merchant or developer-led projects; instead, regulated TSO transmission investments are authorised through Energinet's Long-term Development Plan (Langsigtede Udviklingsplan) and executed via procurement as each project comes due. The first major supply contract signing functions as the de facto final investment decision because it is the point at which Energinet irrevocably commits material capital to the project. This pattern mirrors the German BNetzA NEP = de facto FID approach used on other grid projects in AgentZero. A subsequent offshore works contract was awarded to JD Contractor A/S on 11 August 2025 (EUR 10.90 million).
