ORH–VONØ is a Danish domestic transmission cable project to establish a submarine (and associated land) cable connection between sites identified as ORH and VONØ. The contracting authority for the works is Energinet Eltransmission A/S. Procurement notices and tender documents describe the contrac...
On or around 1 December 2025, Danish energy news outlet EnergiWatch reported a ~668 million DKK (~EUR 90M) budget increase and a delivery delay to June 2028 on the 132 kV Lolland og Sydsjælland fase 3+4 programme, which includes the ORH-VONØ cable link as one of its subprojects. The reported overrun is programme-level (spanning cables, substation upgrades at ORH and VONØ, civil works, and contingency) rather than a single-contract overrun — context: the ORH-VONØ cable procurement alone (Zhongtian cable supply at EUR 20.06M ≈ 150m DKK + JD Contractor offshore works at EUR 10.90M ≈ 81m DKK, total ~230m DKK) is about one-third of the 668m DKK reported increase. The same EnergiWatch article also reports that GE Vernova has invoked termination rights on certain agreements affecting the programme; the specific scope is not disclosed in the available extract and has not been independently verified, so no separate event has been created for that item. Sourced from secondary trade press (EnergiWatch, paywalled); the underlying Energinet announcement and budget documentation have not been independently verified. Recorded as financial_other because it represents a material change to the financial envelope of an already-financed programme rather than a new FID or capital support award. On 13 December 2024, Energinet Eltransmission launched an open procedure RFT (reference 24/06488, EU TED notice 00767774-2024, published 16 Dec 2024 in OJEU S 244/2024) titled "ORH-VONØ Offshore works", seeking a contractor to handle load out from a Danish port, transportation, laying and protection of two 7 km submarine cables across the Storstrømmen strait for the ORH-VONØ link. Estimated contract value: 70,000,000 DKK (~EUR 9.4M), duration 36 months. CPV code: 45314310 (Cable laying work). Place of execution: South Zealand and Falster. Application deadline: 21 January 2025 11:00 UTC. The tender was conducted as a two-phase negotiated procedure with prequalification (3-5 applicants). Contract was subsequently awarded to JD Contractor A/S on 11 August 2025 at a final value of EUR 10.90M (contract award notice 531953-2025).
Energinet Eltransmission A/S concluded and announced a supply contract for submarine and land high-voltage cables for the Lolland–Sydsjælland ORH-VONØ interconnector project in Western and Southern Zealand, Denmark, as recorded in contract award notice 560137-2024 published in the EU Official Journal (OJ S 182/2024) on 18 September 2024.
On 18 September 2024, Energinet Eltransmission A/S signed the first major supply contract for the ORH-VONØ 132 kV domestic transmission reinforcement project with Zhongtian Technology Submarine Cable Co., Ltd. The contract, valued at approximately EUR 20.06 million (announced via EU Official Journal contract award notice 560137-2024), covers design approval, fabrication, factory testing, supply and delivery of approximately 42 km of single-core 145 kV XLPE underground cable and approximately 14 km of 145 kV submarine cable, together with all associated accessories, for the Orehoved (ORH) to Vordingborg Nord (VONØ) transmission link. For regulated Danish Energinet transmission projects, there is no discrete board-level FID event as there would be for merchant or developer-led projects; instead, regulated TSO transmission investments are authorised through Energinet's Long-term Development Plan (Langsigtede Udviklingsplan) and executed via procurement as each project comes due. The first major supply contract signing functions as the de facto final investment decision because it is the point at which Energinet irrevocably commits material capital to the project. This pattern mirrors the German BNetzA NEP = de facto FID approach used on other grid projects in AgentZero. A subsequent offshore works contract was awarded to JD Contractor A/S on 11 August 2025 (EUR 10.90 million).
Energinet submitted an application for an environmental assessment (miljøvurdering) to the Danish Environmental Protection Agency (Miljøstyrelsen) on 27 October 2023 for the 132 kV cable installation from Orehoved to Spanager via Vordingborg Nord and Haslev Øst, including the new 132 kV cable section between Vordingborg Nord (VONØ) and Orehoved (ORH).
Energinet Eltransmission A/S issued a procurement notice titled "Purchase of Submarine & Landcable ORH-VONØ" to tender the supply of submarine and land cables for the ORH‑VONØ transmission project in Denmark.
A §4-godkendelse (Section 4 project approval) for the ORH‑VONØ section of the new 132 kV cable connection between Vordingborg Nord (VONØ) and Orehoved (ORH) is recorded for February 2022, as part of the project to reinforce the grid to carry increasing green electricity from new solar and wind installations on Lolland-Falster and South Zealand.
