At the beginning of 2025, Dutch Climate and Green Growth Minister Sophie Hermans included the LionLink hybrid interconnector, which will use the Nederwiek 3 offshore grid connection as its Dutch offshore hub, in the Netherlands’ latest Offshore Wind Energy Development Framework. This policy decision by the Ministry of Climate and Green Growth formally embeds LionLink within the national offshore wind and grid development framework and enables TenneT to proceed with investments related to the project and its integration with Nederwiek 3.

In June 2023, Belgian survey company GEOxyz began work on the Nederwiek 3 (NW3) export cable route under a contract from TenneT covering both geophysical and geotechnical route surveys from Stellendam to Geertruidenberg, with optional offshore and nearshore sections near the wind farm. GEOxyz had mobilised dedicated survey vessels Geosurveyor VIII and Geosurveyor V for the inland and nearshore parts of the route, with other assets scheduled for offshore, ultra‑shallow and land sections. The geotechnical scope includes seabed investigations with a required penetration depth of around 10 m for geotechnical sampling, using a novel marine sampling technique to obtain high‑quality soil samples. Data from these surveys will be used to build a geological model of the cable corridor and feed into a Burial Assessment Study to inform cable design and installation methodology. TenneT awarded NKT a supply and installation contract for 525 kV HVDC cable systems covering several of its 2 GW offshore grid connection projects, including the Nederwiek 3 connection in the Netherlands. Under this multi-year agreement, NKT will realise the export cable systems for Nederwiek 3, as well as Doordewind 1 and Doordewind 2, as part of TenneT’s wider 2 GW programme to deliver multiple high-capacity offshore grid links by 2031.
In the Netherlands Enterprise Agency’s 2025 Offshore Wind Energy workshop materials, TenneT lists Nederwiek 3, with its land station at Geertruidenberg, among the projects under the heading "Hitachi Energy / Larsen & Toubro supporting 2 GW Programme". This indicates that Hitachi Energy and Larsen & Toubro are the contracted consortium supporting delivery of the 2 GW offshore grid connection systems for a group of TenneT projects that includes Nederwiek 3.
In 2022, the Dutch government decided to start the spatial planning procedure for the Net op zee Nederwiek 3 connection, examining options to bring power from the Nederwiek wind energy area ashore via the Geertruidenberg or Moerdijk region.
