On 17 April 2017, Belgian transmission system operator Elia publicly announced its EUR 400 million investment commitment to build the Modular Offshore Grid (MOG) in the North Sea. As a regulated Belgian TSO project funded through the national transmission tariff, the MOG did not undergo a discrete merchant-style financial investment decision. Following the pattern documented for other regulated TSO transmission projects (Danish Energinet LUP-funded works, German BNetzA NEP confirmations, Greek RAE Decision 611/2021, Swedish SvK Gotland Connection), Elia's public EUR 400 million capital commitment is recorded here as the de-facto financial close milestone — it represents the irrevocable corporate decision to proceed with construction and funding allocation. This event underlies the subsequent award of all major construction contracts in March 2018 and the cable supply to Hellenic Cables / installation to DEME announced October 2017.
