Terna's 2025–2034 Development Plan Overview (presented by CEO Giuseppina Di Foggia on 14 March 2025) sets the Milan–Montalto HVDC backbone (project code 355-P/HG-1) for an Entry-into-Operation (EiO) target of 2033/2034 per Figure 19 on page 41 ('Main initiatives planned in the 10-year Plan time horizon and post 2034'). The narrative on page 4 reinforces this: 'By 2034, further infrastructure improvements have been planned to guarantee achievement of the objectives defined in the reference scenario, including the Milan – Montalto HVDC backbone.' The 2034-12-31 year-precision date stored here represents the end of Terna's stated 2033/2034 EiO range and corresponds to full commercial operations at the link's planned 2 GW (recent materials: 2,100 MW) capacity between Montalto di Castro (Lazio) and the south-of-Milan area (Lombardy). Realisation will depend on completion of the iter autorizzativo (projected to start mid-2026 with MASE under DL 239/2003), procurement of the cable and converter packages, and onshore plus offshore construction of the bipolar ±525 kV link — approximately 500 km in total, with around 280 km of submarine cable plus modernised AC backbone sections.
