DELAYED +16yr (Apr 2026): TYNDP 2016 set LEG1 commissioning/commercial operation in 2019. Later ENTSO-E documents (e.g. TYNDP 2020 portfolio) still show LEG1 only as a planned HVDC subsea interconnector, with no sign of permits, construction or COD, so 2019 is clearly missed. With the project still in early feasibility and no new developer date, and given typical HVDC lead times and regional political/regulatory risk, the 2019 COD target is pushed to an approximate, more realistic mid-2030s date. --- ENTSO-E’s TYNDP 2016 documentation for the LEG1 HVDC subsea interconnector, promoted by GreenPower 2020, states that the project’s commissioning date was planned for 2019, implying entry into full commercial operation of the 2,000 MW bidirectional link between Libya/Egypt (Tobruk/Salloum) and Crete (Mires substation in Greece) in that year.
