By 2016, the LEG1 subsea HVDC interconnector project had secured formal endorsements from key public and private stakeholders, including the Greek TSO ADMIE, the Libyan Ministry of Electricity and Renewable Energy, the League of Arab States, the Arab Regulators Forum, and the DESERTEC Foundation, and a Memorandum of Understanding was signed with these parties to support its development and inclusion in ENTSO-E’s planning processes.
LEG1, a proposed 2,000–3,000 MW HVDC subsea interconnector linking Egypt and Libya (via Tobruk/Sallum) to Crete in Greece, was included in ENTSO-E’s Ten-Year Network Development Plan (TYNDP) 2016 as project index 284 and classified as a future project promoted by GreenPower 2020. The TYNDP project sheet and regional investment plan describe the project’s capacity, route, interconnection benefits and indicative commissioning timeline, reflecting its formal recognition in the European network planning framework.
