On 28 April 2014, Terna Rete Italia published a tender notice for the design, supply and installation of 132 kV HVAC submarine and terrestrial cable links in the Venetian Lagoon, including the primary "Laguna Veneta" section between Sacca Serenella and Cavallino and an optional section between Fusina 2 and Sacca Fisola. The contract scope covered approximately 20 km of single-core HVAC cable (about 15.2 km submarine and 4.8 km terrestrial), associated fibre‑optic telecommunications cables, temperature measurement systems, cable protections and a 10‑year fault response service from the date the system enters operation.
