On 21 February 2019, Terna put the underground and submarine 132 kV cable between the Sacca Serenella and Cavallino primary substations into operation, confirming the link’s full entry into service within the Venetian Lagoon grid. This commissioning, together with related works, enabled the start of demolition of sections of the existing overhead line and contributed to improving the efficiency and security of the lagoon’s electricity network.
Terna announced that the modernisation of the electricity grid in the Venetian Lagoon, which includes the 132 kV underground cable between the Sacca Serenella and Cavallino primary substations and the related Fusina 2–Sacca Fisola link, involves a total investment of €55 million as part of its 2018–2022 Investment Plan for the Veneto region.

On 15 June 2018, Terna activated the 132 kV underground cable linking the Sacca Serenella and Cavallino primary substations in the Venetian Lagoon, marking the first energisation of the new connection. The 14 km link, including around 10 km of undersea cable, was laid using environmentally sustainable techniques in a lagoon of high environmental value as part of a wider project to modernise Venice’s electricity grid.
By 2018, Terna had completed construction of the 132 kV cable power line between the Sacca Serenella Primary Substation and the Cavallino Primary Substation in the Venetian Lagoon, as part of the Venetian lagoon cables project. The work included subsea installation of a new 132 kV link in two sections, including the 10.5 km Sacca Serenella–Cavallino Treporti stretch laid in shallow, environmentally sensitive lagoon waters using bundled power and fibre-optic cables.
On 28 April 2014, Terna Rete Italia published a tender notice for the design, supply and installation of 132 kV HVAC submarine and terrestrial cable links in the Venetian Lagoon, including the primary "Laguna Veneta" section between Sacca Serenella and Cavallino and an optional section between Fusina 2 and Sacca Fisola. The contract scope covered approximately 20 km of single-core HVAC cable (about 15.2 km submarine and 4.8 km terrestrial), associated fibre‑optic telecommunications cables, temperature measurement systems, cable protections and a 10‑year fault response service from the date the system enters operation.
Terna, in its Insula Project documentation, stated that it planned to invest a total of €33 million in two Venice Lagoon infrastructures, including the 132 kV Cavallino–Sacca Serenella cable connection and the burial of the 132 kV Fusina2–Sacca Fisola line, in order to complete the 132 kV grid in the lagoon and improve supply security for Venice and the nearby Adriatic coast.

The Italian Ministry of the Environment and Protection of Land and Sea issued a positive environmental compatibility opinion for the cable links including the 132 kV 'Cavallino - Sacca Serenella' connection in the Venice Lagoon. This EIA approval, dated 7 December 2009, confirmed the environmental acceptability of constructing and operating the authorised submarine and underground HVAC cables.

The Italian Ministry for Economic Development (MiSE) granted construction and operation authorisation for the 132 kV cable connections 'Cavallino - Sacca Serenella' and 'Fusina - Sacca Fisola', as part of Terna’s Venice Lagoon cable project. On 6 August 2009, the Italian Ministry of Economic Development, in agreement with the Ministry of Environment and Protection of Land and Sea, approved the final design and granted authorisation for the construction and operation of two 132 kV cable lines developed by Terna S.p.A., including the "Sacca Serenella Cabina Primaria – Cavallino Cabina Primaria" link in the municipalities of Venice and Cavallino-Treporti. The decree conferred planning consent with declaration of public utility, urgency, and inamovability for the works as part of the national transmission network development plan to improve the security and reliability of electricity supply to the Venice lagoon area.

On 11 February 2008, Terna S.p.A. submitted a request for Environmental Impact Assessment (VIA) of the complete rationalisation project, which includes the 132 kV cable link between Sacca Serenella and Cavallino, to the Italian Ministry of the Environment (MATTM). This filing initiated the national environmental review process for the project works in the Venice area, including the Laguna Veneta: Sacca Serenella - Cavallino section.
