DELAYED +5yr (May 2026): Terna 2025-2034 National Development Plan (presented 14 March 2025, code 563-P/HG-4) places the Ionian-Tyrrhenian Backbone in the post-2034 grid architecture envelope with completion by 2040, alongside the Sardinian backbone, the 380 kV Aliano-Montecorvino power line and complete-project GRITA2. The 2023 NDP source ("Avvio Cantieri" ~2031) is superseded: the 2025 plan does not list the project among the 2030 or 2034 milestone groups and the project remains pre-permitting with no consenting milestones lodged in the 2025 NDP attachments. Fixing day-precision Jan-1 year-anchor artefact in the original event (the source said "around 2031", a year-grain claim) and shifting to year-end 2035 year-precision to reflect a credible 5-year HVDC build ahead of the by-2040 completion target. LOW likelihood / 0.30 confidence pending an explicit Avvio Cantieri year in a future NDP iteration. --- Terna’s 2023 Hypergrid development plan schedules the start of construction works (“Avvio Cantieri”) for the Ionian–Tyrrhenian Backbone, specifically the HVDC Priolo–Rossano section within the Ionico–Tirrenica corridor, around 2031, following initial development activities and ahead of later completion of the link connecting Priolo, Rossano, Montecorvino and Latina.
