On 11 March 2020, the EFTA Surveillance Authority (ESA) issued Decision No. 017/20/COL on the Hywind Tampen project, adopting a state aid ruling on Enova’s public funding support. ESA found that the Enova contribution to Hywind Tampen constituted state aid under Article 61(1) of the EEA Agreement but addressed market failures, thereby providing the regulatory clearance needed for this floating wind farm supplying the Snorre and Gullfaks oil and gas fields to proceed with subsidised support.
