By December 2010, all principal permits required for the EstLink 2 HVDC interconnection between Finland and Estonia had been obtained, including cross-border line, water, land access/expropriation and economic zone permits from the competent Finnish authorities, while the necessary principal permits in Estonia had already been issued earlier in 2009 and 2010. This completed the core regulatory approvals needed to construct the direct current link across the Gulf of Finland.
