Full commercial operation of Eastern Green Link 4 is targeted for 2033 per the latest joint ScottishPower / National Grid Electricity Transmission statement (30 March 2026): "Subject to planning consent, Eastern Green Link 4 is expected to enter main construction in 2028 and is scheduled to be complete in 2033." Iberdrola's parallel 30 March 2026 release confirms the same commissioning year. This developer target is more ambitious than the regulator's August 2034 ASTI delivery target set by Ofgem on 9 December 2025; Ofgem's date forms the baseline for permitted Early Construction Funding (13% ECF, 2.5% PCF) with incentives for earlier completion. Year precision used because both developer statements give a year without finer granularity; final commissioning of the 2 GW HVDC link will follow successful planning consents in Scotland (Fife) and England (DCO), Prysmian cable manufacture and laying, Siemens Energy converter station construction at Westfield and Walpole, and full system testing.
