European and Greek public funding, together with a European Investment Bank loan, was secured for the Cyclades Interconnection project, which includes Phase A subprojects such as the 150 kV radial Syros–Mykonos submarine cable. The EU’s European Regional Development Fund provides EUR 138.18 million of grants towards the EUR 389.06 million multi-phase Cyclades investment, while IPTO reports that Phase A alone has a budget of about EUR 247 million, co‑financed by EU and national NSRF programmes and backed by an EIB loan, with a large share entering IPTO’s regulated asset base.

The Cyclades Phase A Syros–Mykonos 150 kV AC submarine interconnector, a ~35 km XLPE-insulated radial cable rated at 140 MVA linking Mykonos to the mainland grid via Syros, entered full operational service in May 2018, when Mykonos was added to the Cyclades interconnection and began being supplied by the Hellenic Electricity Transmission System (HETS) instead of local autonomous power stations, marking completion of the Phase A works affecting Mykonos.
The new 150 kV closed-type (GIS) onshore substation on Mykonos, built as part of Phase A of the Cyclades interconnection, was completed and commissioned in 2018, providing the necessary onshore grid connection for the Syros–Mykonos link.
Following the signing of the first Cyclades interconnection contract in September 2014, IPTO (ADMIE) moved the project into its development and construction phase from 2015, initiating work on the first-phase submarine links including the 35 km, 150 kV Syros–Mykonos cable for which Hellenic Cables had been commissioned to supply and lay the cables and make the necessary network connections.
Onshore construction works for the Cycladic Islands Interconnection, including civil and electrical works and the 150/20 kV GIS substations at Lavrio, Syros, Paros and Mykonos associated with the Syros–Mykonos and related links, began within the overall 2015–2017 implementation period under IPTO (ADMIE) with multiple contractors engaged.
Licence: Designation as project of "general importance for the economy of the country"
On 3 January 2011, Ministerial Decision No. FA/R 3.2/57/3 formally classified the EU‑co‑financed project "Interconnection of Cyclades Islands with the National Mainland Interconnected Transmission System – Phases A, B and C" as a project of general importance for the economy of Greece. This umbrella decision covered Phase A sub‑projects such as the 150 kV Syros–Mykonos radial submarine cable and associated GIS substations, underscoring their national significance for securing long‑term, reliable and economical electricity supply to the Cyclades.
Authority: Greek Ministry of Environment, Physical Planning and Public Works (ΥΠΕΧΩΔΕ) · Licence: Approval of environmental terms / planning consent for the Cyclades electricity interconnection (including Syros–Mykonos subsea cable)
The Greek Ministry of Environment, Physical Planning and Public Works (ΥΠΕΧΩΔΕ), through a decision signed by Minister Giorgos Souflias, approved the environmental terms for the project interconnecting the Cyclades with the Greek interconnected electricity transmission system. The consent covers the 150 kV AC connection from the Lavrio Extra High Voltage Centre (ΚΥΤ Λαυρίου) to the new Syros substation and the subsequent submarine links from Syros to Paros, Mykonos and Tinos (with Naxos assisting the Paros–Mykonos section), subject to fire safety rules and avoidance of protected areas; the decision was published in the Government Gazette on 3 December 2008, providing development consent for the Cyclades Phase A section including the Syros–Mykonos cable.
Licence: Designation as project of "major importance for the country’s economy"
A Greek ministerial decision in November 2006 designated the Cyclades interconnection project—covering the interconnection of Syros, Mykonos, Paros and Naxos with the Hellenic Electricity Transmission System and reinforcement of the Andros–Tinos link—as a project of major importance for the country’s economy. This designation applied to Phase A works, including the 150 kV radial Syros–Mykonos submarine cable, and recognised the strategic role of the scheme in securing reliable power supply and reducing oil‑based generation costs on the islands.
Hellenic Cables is identified as having completed the submarine cable works for Phase A of the Cyclades interconnection, which includes the Tinos–Syros–Mykonos and Syros–Paros links; this implies that ADMIE/IPTO had previously selected and contracted Hellenic Cables as the high‑voltage submarine cable supplier for these routes, including the 150 kV Syros–Mykonos radial connection.
Financing for the Cycladic Islands Interconnection project, including the 150 kV AC submarine cable link between Syros and Mykonos, was secured with a total project budget of €250 million, funded by the European Investment Bank (EIB) and the National Strategic Reference Framework (NSRF) for implementation by IPTO/ADMIE.
