Onshore construction is unlikely to start by 1 Jan 2027 without contract awards; allowing for award/notice-to-proceed, detailed design and permitting/expropriations, pushing construction start to ~2028. DELAYED +1yr (Apr 2026): Original end-2025 target incompatible with delayed procurement and late 2025-2026 FID.
