SeaScape Energy Limited (a joint venture of Zilkha Renewable Energy, enXco A/S and Wind Prospect Ltd) submitted the Section 36 application under the Electricity Act 1989 to the Department of Trade and Industry in September 2002 for a Round 1 offshore wind farm on Burbo Bank in Liverpool Bay, off the Wirral peninsula. The supporting Environmental Statement (Non-Technical Summary) was published in September 2002. The application sought consent for a 90 MW wind farm comprising 25 turbines, following The Crown Estate's April 2001 Round 1 lease award. Section 36 consent was granted by the Secretary of State for Trade and Industry in July 2003, and the FEPA licence (no. 31864) was awarded on 5 September 2003 with conditions covering pre-construction, construction and post-construction environmental monitoring, including wildlife protection, contaminated sediments, and acceptable noise levels during construction. Burbo Bank became one of the earliest large-scale UK offshore wind projects to reach commercial operation, in October 2007.
