On 22 July 2009, Ofgem published the Preliminary Information Memorandum for the Barrow Offshore Transmission Assets, establishing an initial Assessed Transfer Value of £36.5 million for the Barrow Transmission Assets, including the offshore substation platform. This preliminary valuation, based on information supplied by Barrow Offshore Wind Ltd (the 50:50 joint venture between DONG Energy and Centrica), was set to allow the developer to recover its economic and efficient transmission development costs and to commence the first OFTO tender process leading to sale of the assets to an Offshore Transmission Owner.
