The European Commission issued Decision C(2019) 6894 final addressing the Bundesnetzagentur's draft national decision on Baltic Cable AB's request for an arrangement under Article 63 of Regulation (EU) 2019/943. The decision set the framework for how the 70% minimum cross-zonal capacity obligation of Article 16(8) of Regulation 2019/943 should apply to Baltic Cable as a single-interconnector TSO operating the 600 MW Sweden–Germany HVDC link. The Commission's review of the BNetzA draft is a procedural step required before the national regulator can finalise its own decision.
