BSH set the Windbostel West plan-approval online consultation (under §105(1) WindSeeG) to run from 10.04.2026 00:00 through 23.04.2026 24:00 (after cancelling earlier March dates). This confirms the consultation opening on 10 April 2026.
As part of the plan approval procedure for Windbostel West, BSH made the project documents publicly available from 15 December 2025 to 14 January 2026 via the federal Application and Participation Portal and for inspection in its libraries in Hamburg and Rostock, and invited written objections and statements between 15 January and 16 February 2026. Stakeholders were instructed to submit comments to BSH with names, addresses and details of the rights or interests affected, with late submissions excluded from the procedure unless based on special private-law titles.
Windbostel West GmbH submitted an application to the Federal Maritime and Hydrographic Agency (BSH) on 30 July 2025 to initiate a plan approval procedure under the Offshore Wind Energy Act (WindSeeG) for the construction and operation of the 2,000 MW Windbostel West offshore wind farm in the German North Sea EEZ. The application covers 136 turbines and associated 66 kV internal cabling with direct connection to the future BalWin3/NOR-9-2 converter platform.

On 23 June 2025, Fugro was awarded contracts by the RWE and TotalEnergies joint venture developing Windbostel Ost and Windbostel West to carry out integrated site characterisation, including geophysical and geotechnical site investigations, to provide Geo-data on seabed and subsurface conditions for foundation design, structural analysis, cable routing and risk assessment for the projects northwest of Borkum.
RWE and TotalEnergies established a joint venture to co-develop the 2,000 MW Windbostel West offshore wind farm (together with the adjacent 2,000 MW Windbostel Ost) in the German North Sea, with each partner holding a 50% stake in the projects located about 110–115 kilometres northwest of Borkum. The partnership, agreed in late 2024 after RWE had secured the N-9.1 and N-9.2 sites, positions both companies as equal co-owners responsible for developing and realising the Windbostel West project.
In late 2024, TotalEnergies agreed to acquire a 50% equity stake in the Windbostel West offshore wind farm from RWE as part of a deal covering both Windbostel West and Windbostel Ost, creating a 4 GW joint portfolio in the German North Sea. Following this transaction, RWE and TotalEnergies each own 50% of Windbostel West and will jointly develop the project.
In August 2024, RWE secured the development rights for the BSH auction site N-9.2 in the German North Sea, which will host the 2 GW Windbostel West offshore wind farm, as part of a 4 GW award covering the N-9.1 and N-9.2 areas.
