In February 2014, Ofgem published the Preliminary Information Memorandum for the Westermost Rough transmission assets, setting an initial transfer value of £199.5 million based on the developer’s cost estimates. This initial transfer value was to be used by bidders at the Enhanced Pre-Qualification stage of Tender Round 3 when assessing the consideration for acquiring the OFTO transmission assets.
