The Electricity (Competitive Tenders for Offshore Transmission Licence) Regulations 2013 came into force on 22 February 2013, establishing the formal tender framework for granting offshore transmission licences. These Tender Regulations, developed by Ofgem and the UK Department of Energy and Climate Change, apply to the West of Duddon Sands transmission assets and govern how Ofgem runs the competitive process to appoint the OFTO for the project.
