In July 2009, Ofgem calculated and communicated an initial transfer value of £99.4 million for the Walney 1 transmission assets, based on DONG’s submitted cost estimates and analysis of economic and efficient project costs; this initial valuation, assuming an ownership boundary at the 33 kV transformer cable sealing ends and project completion by October 2010, was also published in the preliminary information memorandum for the first transitional tender round.
