On 22 July 2009, Ofgem issued the Preliminary Information Memorandum for the Walney I Offshore Transmission Assets and, to commence the first OFTO tender process, established an Estimated Transfer Value of £99.4 million for the Walney I Transmission Assets, including the offshore substation platform, representing its preliminary view of the economic and efficient costs to be recovered by the future OFTO owner.
