In March 2023, Ilmatar Offshore was granted a seabed survey / exploration permit by the Finnish Ministry of Employment and the Economy to conduct environmental and seabed surveys in the 367 km² Vågskär offshore wind project area in the Finnish Exclusive Economic Zone, enabling Ramboll Finland to proceed with Environmental Impact Assessment field surveys and related investigations.
By late March 2023, Ilmatar Offshore had identified and defined the Vågskär offshore wind project area as a 367 km² zone in the Finnish Exclusive Economic Zone in the southern Bothnian Sea, about 65 km west of Uusikaupunki and 30 km north of Åland, with an intended capacity of around 1.2 GW based on 15 MW turbines.

Ilmatar Offshore appointed Ramboll Finland to carry out the Environmental Impact Assessment for the 1.2 GW Vågskär offshore wind project, and by the end of March 2023 this EIA work was already underway, including preparations for field, marine archaeological and biological surveys and studies of seabed and sea conditions in the project area.
The Finnish Defence Forces issued a positive statement in August 2022 allowing further studies in the Vågskär offshore wind project area in the Finnish Exclusive Economic Zone, clearing the way for Ilmatar Offshore to advance investigations for the 1.2 GW wind farm north of Åland and west of Uusikaupunki.
