By the application deadline of 15 September 2025, the Ministry of Energy had received two applications for Utsira Nord project areas: one from the Equinor Utsira Nord AS and Vårgrønn Utsira Nord AS consortium, and one from Harald Hårfagre AS (a joint venture of Deep Wind Offshore Norway AS and EDF Renouvelables International SAS). Both applications were submitted under the competition for floating offshore wind project areas carried out pursuant to Section 2-3 of the Offshore Energy Act and Chapter 2A of the Offshore Energy Regulations.
