On 15 April 2025, the EFTA Surveillance Authority (ESA) approved Norway’s state aid scheme for floating offshore wind in the Utsira Nord area, following the Norwegian authorities’ notification of the measure on 8 April 2025. The scheme, administered by the Ministry of Energy with a total budget capped at NOK 35 billion, will award a direct investment grant to one up-to-500 MW Utsira Nord project via a two-step process combining qualitative area allocation and a 2028–2029 state aid auction based on lowest aid per MW.
