The environmental impact assessment (EIA) programme for the Tyrsky offshore wind power project was completed in 2024 and submitted into the Finnish EIA process, with the programme and the ELY Centre’s statement published on the environmental administration’s website.
Following receipt of an exploration permit in 2022, OX2 began large-scale seabed surveys for the Tyrsky offshore wind project in the Gulf of Bothnia in summer 2023, alongside the start of the environmental impact assessment procedure, to characterise seabed conditions in the Finnish EEZ project area southwest of Vaasa.
OX2 agreed to sell a 49% stake in its three Finnish offshore wind development projects Halla, Laine and Tyrsky, all located in the Gulf of Bothnia, to Ingka Investments, leaving OX2 as 51% owner and establishing a shared-development structure for the portfolio. Following completion of the transaction, development costs for the projects, including Tyrsky, are to be shared according to the new ownership stakes, with a pre-agreed price formula for the 49% share linked to permitted capacity.

OX2 stated that the 1,400 MW Tyrsky offshore wind farm would be added to its project development portfolio in the first quarter of 2023, formalising the project’s inclusion in the company’s offshore wind development pipeline.
OX2 announced the Tyrsky offshore wind farm in the Gulf of Bothnia in the Finnish exclusive economic zone, specifying a project area southwest of Vaasa about 30 km northwest of Kaskinen with an estimated capacity of 1,400 MW from around 100 turbines producing about 6 TWh annually, marking the formal selection of the project site area.
OX2 received a special research/exploration permit from the Finnish government in 2022, authorising commencement of the Tyrsky offshore wind power project’s seabed surveys and other preparatory investigations in Finland’s exclusive economic zone in the Gulf of Bothnia.
