By early 2024, following Statnett’s portfolio of Memoranda of Understanding with several North Sea TSOs including TenneT (Germany), dedicated task forces had been established to investigate grid topologies and technical and market issues for possible hybrid interconnectors, including a potential Germany–Norway link. These joint studies on hybrid options in the North Sea are underway, with first assessments of the concepts expected to be published around the end of 2024 and intended to inform future political decisions on which hybrid projects to realise by 2040.
On 16 November 2023, transmission system operators TenneT and Statnett signed a Memorandum of Understanding to explore the possibilities of a hybrid interconnector between Germany and Norway in the North Sea. The MoU launches joint work on a project concept that would connect offshore wind farms in parallel to both countries, enabling complementary German and Norwegian wind profiles to enhance security of supply and support more efficient European energy trading as part of a future cross‑border offshore grid.
