ENTSO-E’s TYNDP 2012 monitoring update (Annex 1, dated 1 July 2013) lists the Statnett Oslofjord Teigen–Evje 420 kV subsea cable project and notes that commissioning, originally planned for 2013, was delayed to 2014 due to technical difficulties with cable delivery (“Teigen – Evje originally planned commissioning 2013 delayed to 2014”). Later ENTSO-E planning documents treat the link as part of the existing Oslofjord cable system, with no further delay notices. Given that the interconnector is now in operation and no subsequent sources indicate additional postponements, 2014 is taken as the commissioning / full commercial operation year (year-level precision; exact day not specified).
By mid-2011 Statnett classified the Oslofjorden (Teigen - Evje) 420 kV subsea cable as an ongoing major investment project and reported that NOK 1,200 million in funds had been granted for the scheme, enabling construction to proceed towards an expected 2012 commissioning.
Statnett reports that construction work on the onshore facilities at Evje and Teigen for the Oslofjord (Teigen–Evje) cable project has commenced, following the concession granted by the Ministry of Petroleum and Energy (OED) in December 2010.

In December 2009, Statnett submitted a licence application to the Norwegian Water Resources and Energy Directorate (NVE) for a new 420 kV subsea cable crossing of the Oslofjord between Teigen and Evje, seeking consent to establish the Teigen–Evje interconnector on the Rød–Hasle line.

Norges vassdrags- og energidirektorat (NVE) granted Statnett a concession for the construction and operation of a new 420 kV subsea cable connection between a new jointing station at Teigen in Vestfold and a new jointing station at Evje in Østfold in the Oslofjord. The licence allows up to three sets of 420 kV submarine cables (nine cables), and includes permission to operate and maintain the existing cable installation for five years after the new system is commissioned, with the aim of securing transmission capacity across the Oslofjord and improving security of supply in the Østland region.
