By 9 November 2023, the route alignment for a new high‑voltage cable system between station Spanager and Orehoved, including the Storstrømmen crossing, had been defined. The design specifies double cable circuits from Spanager to Haslev Øst (~18 km) and from Vordingborg Nord to Orehoved (~14 km, with 7 km under Storstrømmen), and a single circuit between Haslev Øst and Vordingborg Nord (~32 km). The routing was fixed to connect the substations via the shortest practical path while minimising land-use conflicts and interactions with existing residences and environmental interests, and includes use of underground boring to reduce surface disturbance.
An idea proposal for the Spanager–Orehoved high‑voltage cable connection was published, fixing the planned land and subsea cable alignment, including approximately 64 km of route between stations Spanager, Haslev Øst, Vordingborg Nord and Orehoved. The concept defines where single and double cable sections will be buried, notably a 14 km double-cable section from Vordingborg Nord to Orehoved with about 7 km crossing under the Storstrømmen strait, and explains that the routing was chosen to minimise land-take and conflicts with existing land uses and residences.

Energinet's October 2023 application for environmental assessment of the 132 kV ORH-SPA cable project (Spanager–Haslev–Vordingborg–Orehoved) includes a timeline (section 4, 'Tidsplan') that lists “§4-godkendelse ORH-VONØ feb. 2022”, indicating that the Section 4 approval for the ORH–VONØ section was granted in February 2022.
Energinet Eltransmission launched a negotiated tender procedure titled "ORH-VONØ Offshore works" to procure a contractor for load-out, transport, laying, and protection of two 7 km submarine cables across the Storstrømmen strait between South Zealand and Falster. The works are expected to be carried out in 2026 and completed by summer 2027, with an estimated contract value of DKK 70 million excluding VAT; the call for competition phase of this procurement has been terminated under Directive 2014/25/EU.
Project documentation for the Spanager–Orehoved cable link states that seabed investigations will be carried out across the Storstrømmen strait before construction to help determine the detailed offshore installation method. These planned seabed surveys will assess conditions along the 7 km submarine section of the double-cable route between Vordingborg Nord and Orehoved.
The same idea proposal for the Spanager–Orehoved cable project specifies that marine archaeological investigations will be undertaken in Storstrømmen prior to construction. These future surveys are intended to accompany seabed investigations along the planned 7 km submarine crossing to clarify archaeological constraints and inform the final offshore construction approach.
Energinet submitted an application for an environmental impact assessment (miljøkonsekvensvurdering) for the 132 kV cable installation between Spanager, Vordingborg Nord and Orehoved, including the crossing of Storstrøm, initiating the formal environmental assessment process for the Storstrommen interconnector corridor. The application, structured as a project description for the new underground cable links, new high-voltage substations and removal of existing overhead lines and stations, is handled by the Danish Environmental Protection Agency (Miljøstyrelsen) as the competent authority for the project’s environmental assessment.
