The Norwegian Water Resources and Energy Directorate (NVE) granted an anleggskonsesjon (construction and operation licence) covering a new approximately 5.6 km 132 kV transmission line between Spanne (Høie) and Klovning transformer station, including associated cable sections and overhead line, and permission to continue operating existing high-voltage installations at Klovning as part of the Spanne–Klovning connection. The licence authorises construction of a 132 kV cable from Klovning to a new double-circuit cable terminal mast, an overhead double-circuit line across Førlandsfjorden to Apeland, and further line sections, to be operated initially at 66 kV along with necessary high-voltage equipment. The consent defines the technical characteristics and route of the line as shown on the attached overview map and plans referenced in the licence.
