Southwind acted as a facilitating partner recognised by Kristiansand municipality to coordinate public and private resources for offshore wind development, with an initiative intended to support Sørlige Nordsjø II specifically across development through operations, including work to establish an operations base in Kristiansand and a national offshore wind competence centre.
