In April 2025, the Norwegian Water Resources and Energy Directorate (Norges vassdrags- og energidirektorat, NVE) issued and sent an "utredningsprogram" (study programme) to Statnett for the planned reinvestment in the Skagerrak 1 and 2 interconnector cables between Norway and Denmark. The programme sets out which investigations and impact assessments must be carried out before Statnett can submit any future licence (konsesjon) application for the project. This regulatory step clarifies the scope of required studies for the reinvestment measures affecting Agder county and is a prerequisite for preparing a full licence application, which Statnett indicates could be ready no earlier than 2027.
