On 22 June 2022, an ENTSO-E system operation appendix governing the joint operation of the Norway–Western Denmark interconnection on the Skagerrak DC links (poles 1–4, including Skagerrak 1 & 2) entered into force. The document, Appendix 4 to SOA Annex OS (NO and DK1), sets out how Energinet and Statnett jointly operate the Kristiansand–Tjele HVDC facilities. It defines trading capacity rules, specifying that normal day‑ahead bi‑pole Net Transmission Capacity is determined at 1,680 MW at 20°C at the market sending end and clarifies that market capacity is based on a loss factor currently set at 2.9%. The appendix further stipulates that scheduled losses are calculated within the power market and covered by the market; any difference between measured and scheduled losses is handled at the sending end. These provisions formalise operational and commercial arrangements for the Skagerrak link during its operational phase.
