In 2004, Norsk Hydro ASA (Norway), SLP Energy (UK) and Ecoventures/Econcern (Netherlands) established the project company Scira Offshore Energy Ltd as a joint venture to develop the Sheringham Shoal project, including its offshore transmission assets that later formed the Sheringham Shoal OFTO.
