The same official project timeline presents a milestone "Development Consent Secured" in 2022 for the Shelmalere Offshore Wind Farm, indicating that overall planning approval for the project, including the export cable route, landfall infrastructure and onshore substation that constitute the Shelmalere Export transmission assets, is scheduled to be in place by that year.
In early 2021, DP Energy and Iberdrola entered into a joint venture to develop a 3 GW pipeline of Irish offshore wind projects, including the 1 GW Shelmalere Offshore Wind Farm off the coasts of Wicklow and Wexford. As part of this structure, Shelmalere Offshore Windfarm Ltd was created as a special purpose vehicle jointly owned by DP Energy and Iberdrola to act as the developer of the project, covering both the turbines and associated grid transmission assets such as the offshore/onshore substations and export cables.
Following submission of the Foreshore Licence Application for seabed investigations and cable route assessment, the Department of Housing, Local Government and Heritage carried out a first-stage public consultation in 2021 on the proposed investigations for the Shelmalere Offshore Wind Farm area, including the potential export cable corridor.

By November 2021, Iberdrola Renewables Ireland had acquired a 3 GW pipeline of offshore wind projects and a majority stake in DP Energy’s Irish offshore business, establishing a joint venture structure in which Iberdrola holds the controlling interest. This transaction covers three Irish offshore wind projects in development with DP Energy, including the fixed-foundation Shelmalere Offshore Wind Farm and its associated transmission assets such as the export cables and grid connection.
In November 2020, Shelmalere Offshore Windfarm Ltd, the DP Energy and Iberdrola project vehicle, submitted a Foreshore Licence Application (App Ref FS007261) to the Department of Housing, Local Government and Heritage to obtain permission to investigate the seabed for suitability for wind turbines and cable routes, supporting detailed design and environmental assessment for the Shelmalere Offshore Wind Farm and its export cable corridor.
