Samsø (Paludan Flak)

Samsø (Paludan Flak) is a small, community-rooted offshore wind farm located on Paludan Flak to the south of Samsø island in the Kattegat. Built and commissioned in 2002–2003 under a Danish "open door" / community-ownership approach, the park comprises ten 2.3 MW machines and was established to support Samsø’s ambition as a renewable-energy island. The project was delivered via a local special-purpose vehicle and municipal/private investors as part of an early-generation demonstration of offshore wind in Denmark. The site is notable for its community and municipal ownership model, its early commissioning date (2002/03) and for operating on relatively modest turbines by today’s standards. The farm experienced a major operational incident in late 2015 when one machine collapsed and was subsequently removed and replaced; the event prompted local regulatory engagement and machine replacement work. Ownership and commercial stewardship later evolved: Samsø Havvind A/S (the original SPV) transferred the asset to Wind Estate A/S (transaction and regulatory approval completed in 2019), and Wind Estate has pursued both lifetime-extension measures and permitting for enlargement/repowering options. Recent developer materials and academic pilots also identify the site as a candidate for multi-use pilots (e.g., aquaculture) and for repowering/expansion discussions rather than immediate full-scale decommissioning. The project remains relevant as an example of early community-led offshore development and as a case study in lifecycle management for small-scale parks.
