The French ministerial decision of 17 October 2024 ("Décision du 17 octobre 2024 consécutive au débat public « la mer en débat »") designates priority zones for the offshore wind second competitive bidding round (AO11), targeting operationality around 2040. For the AO11 fixed-bottom tranche (~4 GW total) the second competition designates two zones in Article 3(III)(2°): Roches-Douvres (RD, ~2 GW, Manche Est – Mer du Nord façade) and Bretagne Nord-Est (BNE, ~2 GW combined with RD on the Nord Atlantique – Manche Ouest façade). These zones are the fixed-bottom component of the ~6.3 GW AO11 round, which together with the floating cohort (Golfe de Gascogne Nord, Golfe du Lion Est) supports France's PPE3 trajectory of 26 GW of offshore wind in service by 2040.</description> <regulatory_json>{"authority_name": "Direction Générale de l'Énergie et du Climat (DGEC)", "permit_type": "Designation of AO11 priority offshore wind zones (second competition: RD + BNE) under the 17 October 2024 ministerial decision"}</regulatory_json>
