RWE (then RWE npower renewables) purchased the Rhyl Flats offshore wind project from original developer Celtic Offshore Wind Limited (COWL) in December 2002, taking over development of the Round 1 offshore wind farm in Liverpool Bay after COWL had secured full consents earlier that year.
