A Novi list article dated 11 July 2025 reports that at the end of the previous week HEP-ODS laid new high-voltage submarine cables in the waters around Rab, replacing the existing 20 kV submarine cables on the Fruga – Goli Otok – Uvala Biluća and Andreškići – Goli Otok routes. This indicates that the submarine cable installation works around Rab Island had started and were carried out in early July 2025, later than the originally projected autumn 2024 start.
By early July 2025, HEP-ODS had laid and put into service three new 20 kV submarine cable links in the waters around Rab, replacing older cables to enhance the security of electricity supply, with the new connections now serving as reserve supply for part of the island and assisting in feeding TS 35/20 kV Biluća as part of a wider Adriatic submarine cable renewal programme co-financed by EU recovery funds.

The Croatian Ministry of Spatial Planning, Construction and State Assets issued a Location Permit (Lokacijska dozvola) on 23 March 2023 for the TS 110/20 kV Rab–Lopar–Biluća submarine power cable section KK Goli–KK Biluća, which serves the Rab Island Cable connection. This permit provides planning consent for the construction and use of the replacement submarine cable along the specified route, and is subsequently referenced as the governing planning document in the Croatian Government’s decision granting special use rights over the maritime domain for the project.
