Raahe’s planning department issued an updated version of the participation and assessment scheme (OAS) for the Maanahkiainen offshore wind farm partial master plan, dated 7 May 2024, providing revised information on how the plan and impact assessments will proceed for Rajakiiri Oy’s offshore wind project in the Maanahkiainen area.
The City of Raahe formally initiated the process to alter the existing component master plan for the Maanahkiainen offshore wind area, with an updated osayleiskaava being prepared for Maanahkiaisen merituulivoimapuisto. The objective of the revision is to enable Rajakiiri Oy’s updated offshore wind project of up to 40 larger turbines within the existing 42 km² planning boundary and to align planning regulations with rapidly developing offshore wind technology.
As part of the revision of the Maanahkiainen offshore wind component master plan, the City of Raahe placed the Participation and Assessment Scheme (Osallistumis- ja arviointisuunnitelma, OAS) for Maanahkiaisen merituulivoimapuisto on public display at the town hall noticeboard and on the city’s website for the entire planning process. Stakeholders and residents are invited to submit opinions on the OAS and on the starting points of the plan during the preparation of the updated offshore wind general plan.

The City of Raahe formally initiated the amendment of the Maanahkiainen offshore wind farm partial master plan by announcing that the participation and assessment scheme (OAS) for the project was in force from 20 January 2023 and placed on public display for the duration of the zoning process, marking the official start of the updated planning phase for the offshore wind farm.
EPV Windpower, which controls Rajakiiri Oy, initiated a process in 2022 to alter the existing, legally binding component master plans for offshore wind power in the Maanahkiainen area off Raahe and Pyhäjoki (and off Röyttä in Tornio), with the aim of updating planning regulations to accommodate rapidly developing offshore wind technology and enable the use of more efficient turbines in future construction phases.
The marine spatial plan for the Northern Bothnian Sea, Kvarken and the Bothnian Bay was approved, identifying the Maanahkiainen offshore wind farm planning area as an energy production area (potential offshore wind area) and an important commercial fishing area, and noting its proximity to shipping and special-use zones, thus formally designating the wider zone for offshore wind development off Raahe and Pyhäjoki.
The municipalities of Raahe and Pyhäjoki approved and brought into legal force the Maanahkiaisen merituulivoima-alueen component master plan (osayleiskaava) for offshore wind power, covering the Maanahkiainen area off their coasts. The Pyhäjoki section (area C) was approved on 16 October 2013 and became legally binding on 18 December 2013, while the Raahe section (area B) was approved on 16 November 2013 and entered into legal force on 31 December 2013, establishing the planning basis for the Maanahkiainen offshore wind farm.
The municipalities of Raahe and Pyhäjoki brought into legal force the Maanahkiainen offshore wind area component master plan, with the Raahe section (area B) and Pyhäjoki section (area C) designating a specific offshore area including zone tv 30 where up to 30 turbines may be sited, thereby confirming the development site for the Maanahkiainen offshore wind farm off Raahe and Pyhäjoki.
