On 19 July 2022, the UK Secretary of State for Business, Energy and Industrial Strategy approved The Crown Estate’s Plan Level Habitats Regulations Assessment for Offshore Wind Leasing Round 4, allowing the leasing plan to proceed on the basis of a derogation. This regulatory decision enabled projects such as the 1.5 GW Outer Dowsing Offshore Wind farm in the Southern North Sea to move into the next step of the seabed licensing process and progress towards entering into an Agreement for Lease with The Crown Estate.
