In the 2008 environmental impact assessment programme for the Oulun-Haukiputaan offshore wind farm, Pohjolan Voima indicated that the construction phase of the offshore wind farm on the Haukipudas offshore area could begin no earlier than 2012–2013, following completion of environmental assessment, permitting, and planning processes.
According to the project’s 2008 implementation schedule, Pohjolan Voima planned that onshore construction works related to the Oulun-Haukiputaan offshore wind farm—such as civil works for grid connection infrastructure—could start at the earliest in 2012–2013, after the YVA procedure and required permits were obtained.
The Northern Ostrobothnia ELY Centre, acting as the YVA contact authority, issued its formal statement and reasoned conclusion on the environmental impact assessment report and the Natura 2000 assessment for the Oulun–Haukipudas offshore wind farm on 16 July 2010, thereby completing and approving the EIA procedure for the project.

The environmental impact assessment report for the Oulun–Haukipudas offshore wind farm was made available for public inspection from 15 March to 14 May 2010 in the municipal offices and main libraries of Ii, Haukipudas, Oulu, Hailuoto and Oulunsalo and at the Northern Ostrobothnia ELY Centre, accompanied by a public meeting at Virpiniemi Sports Institute on 24 March 2010 to allow stakeholders to comment on the project and its assessed impacts.
The environmental impact assessment report (YVA-selostus) and its summary for the Oulun–Haukipudas offshore wind farm, prepared for Pohjolan Voima Oy, were completed and published by the authorities, marking the formal submission of the full EIA documentation for review under the Finnish YVA procedure.
By 19 February 2010, Pohjolan Voima Oy and Ramboll Finland Oy had completed and published the environmental impact assessment report summary for the Oulun‑Haukiputaan offshore wind farm, comparing project alternatives (including a no‑build option), assessing environmental and social impacts, and evaluating project feasibility, thereby mapping key environmental and spatial constraints for the proposed wind park and its grid connection routes.
Following submission of the YVA programme, the environmental impact assessment scoping document for the Oulun–Haukipudas offshore wind farm was placed on public display from 8 December 2008 to 16 January 2009 in the municipal offices and main libraries of Ii, Haukipudas, Oulu, Hailuoto and Oulunsalo and at the Northern Ostrobothnia Environment Centre, with a public hearing held at Virpiniemi Sports Institute on 11 December 2008 to collect views from residents and stakeholders.
Pohjolan Voima Oy submitted the environmental impact assessment programme (YVA-ohjelma) for the Oulun–Haukipudas offshore wind farm to the Northern Ostrobothnia Environment Centre, formally initiating the statutory YVA process for the planned offshore wind project off Haukipudas and Oulu.
By December 2008, Pohjolan Voima Oy had initiated development of the Oulun‑Haukipudas offshore wind farm and was planning the project in cooperation with Oulun Energia, establishing a joint development arrangement for the large offshore wind farm off Haukipudas and Oulu, including shared work on the environmental impact assessment and project planning.
On 3 December 2008, Pohjolan Voima Oy submitted the environmental impact assessment (YVA) programme for the Oulun‑Haukiputaan offshore wind project, formally defining the project site on the offshore shoals Nimettömänmatala and Hoikka‑Hiue–Luodeletto off Haukipudas, with up to 162 turbines (3–5 MW each, total capacity about 480–800 MW) and cable routes to landfalls at Martinniemi/Halosenniemi or Laitakari.
Between 2006 and 2008, Pohjolan Voima Oy carried out technical planning and wind assessments for the planned Oulun‑Haukiputaan offshore wind farm in the sea areas off Haukipudas and Oulu to evaluate the wind resource and technical feasibility of the project.
Pohjolan Voima Oy began preliminary siting and layout design work for the Oulun‑Haukiputaan offshore wind farm in 2005, investigating how a large offshore wind park could be positioned off Haukipudas and Oulu as part of its broader offshore wind development programme.
