On 12 December 2025, the European Investment Bank approved a €490 million financing package for IPTO’s North East Aegean Interconnection, which will connect the islands of Lemnos, Lesvos, Chios, Samos and Skyros to the Greek mainland grid. This development bank loan supports the multi-phase programme that includes the Phase C Lesvos–Skyros AC link, helping to end the electrical isolation of these islands and facilitate cleaner, more reliable power supply and increased renewable integration.

In January 2025, IPTO commenced the final phase of its framework agreement tender for the submarine cable projects of the Dodecanese and North Aegean electrical interconnections, and on 26 February 2025 participating companies submitted their binding financial and technical offers. The framework, with an initial budget of EUR 1.7 billion (plus VAT) and a six‑year duration from contract signing, will cover cable supplies including those required for the North Aegean interconnection phases such as the planned Lesvos–Skyros link.
Marine (seabed) surveys for the Northeastern Aegean electrical interconnection, including the planned Lesvos–Skyros 150 kV AC submarine link in Phase C, were reported by IPTO as completed in December 2024. IPTO stated that the marine surveys for both the Dodecanese and Northeastern Aegean interconnection projects had been finalised by that date, confirming completion of the geophysical survey campaign along the interconnection routes.
In October 2024, IPTO advanced the cable procurement for the Dodecanese and Northeastern Aegean interconnections to Phase B of the framework agreement, involving the submission of technical and economic offers by contractors prequalified in Phase A. This Phase B process, which includes the cable packages for the North Aegean islands interconnection such as the future Lesvos–Skyros AC link, was reported as ongoing in subsequent company disclosures.
In April 2024, IPTO launched Phase A' of a framework agreement tender by posting a call for expressions of interest for the submarine cable interconnections of the Dodecanese and Northeastern Aegean islands, covering the cable works for the North Aegean interconnection programme that includes the Lesvos–Skyros link. This phase invited companies to submit participation applications for the cable projects and was completed in July 2024.
IPTO initiated seabed (marine) survey activities for the Lesvos–Skyros submarine cable route, as part of the Northeast Aegean islands electrical interconnection programme. Contracts for studies and marine surveys for the Northeast Aegean interconnections were awarded in November 2023, and by April 2024 the seabed surveys for the Lesvos–Skyros, Limnos–Lesvos and Limnos–Thrace routes were reported to be in progress, marking the effective start of geophysical investigations for the Phase C Lesvos–Skyros link.
The North Aegean Islands interconnection project, which in Phase C includes completion of the transmission grid between Lesvos and Skyros as well as the Chios–Samos interconnection, was included in IPTO’s preliminary Ten-Year Network Development Plan (TYNDP) 2021–2030, with Phase C planned for completion by 2030.
