The European Investment Bank approved and committed €490 million of debt financing on 12 December 2025 for IPTO’s North East Aegean Interconnection project, which includes the Skyros–Euboea link as part of connecting the islands of Lemnos, Lesvos, Chios, Samos and Skyros to Greece’s mainland grid via Nea Santa (Thrace) and Aliveri (Evia), and linking them to the Dodecanese grid via Mastichari on Kos.
On 22 January 2025, ADMIE announced that the final phase of the international tender for a framework agreement to lay down subsea cables for the electrical interconnections of the Dodecanese and Northeastern Aegean islands had started, with Fulgor, Nexans Norway and Prysmian Powerlink invited to submit binding financial and technical offers. This framework covers the 150 kV AC submarine cable packages for all included island links, among them the Skyros–Euboea connection within the Northeastern Aegean interconnection.

In October 2024, the second phase of IPTO/ADMIE’s tender process for the submarine cable projects of the Dodecanese and North‑East Aegean interconnections commenced, initiating the stage in which prequalified companies would be invited to submit final financial and technical offers. The framework, with an initial budget of EUR 1.7 billion and a six‑year duration, includes the cables serving the Northeastern Aegean scheme that connects islands such as Skyros to Evia.
In April 2024, IPTO/ADMIE launched Phase A of a framework agreement tender by posting a call for expressions of interest for submarine cable interconnections for the Dodecanese and Northeastern Aegean projects. This framework covers the high‑voltage AC subsea links, including the Skyros–Euboea section of the Northeastern Aegean interconnection, which is planned to connect Limnos, Lesvos, Skyros, Chios and Samos to the mainland grid in three phases.
The Greek Market Reform Plan set out the "Interconnection of Northeast Aegean Islands" project, describing a 150 kV AC submarine cable scheme linking Lemnos to the Hellenic Transmission System via Lesvos and Skyros to Evia (Aliveri EHV substation), with radial links to Chios and Samos and an expected commissioning in 2029, thereby formally embedding the Skyros–Euboea segment in national regulatory planning for new island interconnections.
On 9 April 2020, IPTO presented its Ten-Year Network Development Plan 2021–2030, assigning a total budget of EUR 885 million to the Northeast Aegean interconnection scheme, which includes the 150 kV AC Skyros–Euboea (Aliveri) submarine cable and associated works.
The interconnection of the Dodecanese and the Northeast Aegean islands, which includes the 150 kV AC Skyros–Euboea (Skyros–Aliveri) link in Phase B, was included in IPTO’s updated Ten‑Year Development Plan for the period 2020‑2029, establishing it as part of the national regulated transmission development programme.
Independent Power Transmission Operator (IPTO) reports that the seabed survey for the Skyros–Evia route, part of the Northeast Aegean islands electrical interconnections linking Skyros to the Aliveri substation on Euboea, has been completed following the award of study and marine survey contracts for the region in November 2023. This completed seabed investigation is a key early-development milestone for the Northern Aegean Interconnection Phase B: Skyros–Euboea, supporting route design and project maturity within IPTO’s wider island interconnection investment program.
