The Agreement between the United Kingdom and the Kingdom of Norway on cross‑border trade in electricity (CP528) entered into force on 16 September 2021. The treaty established that capacity allocation and congestion management on the North Sea Link interconnector must be market‑based, transparent and non‑discriminatory, and set principles for coordinated capacity allocation between the relevant transmission system operators. The agreement therefore formalised TSO-level arrangements for allocation of North Sea Link capacity and operational coordination between the UK and Norway, supporting market access and efficient cross‑border flows.
